It's nothing new. It's a common tactic used by many promoter. That GA is also immense, btw. Way bigger than Ullevi, and that's around 30k. If it was sold out for good sales for Athens would be over 50k

Charlotte is not sold out. Thousands of tickets have disappeared over night, so unless the capacity got reduced for no reason those tickets must come back at some point.
Don't think there is any indoor arena which suits their production.
They could move the show to the square, but if they haven't done that so far probably it's not possible
