They're compulsory on coaches here, I think, and hire minibuses. You occasionally see them on general service buses, but it depends on the company.
 
I've seen some footage of the inside of buses at moments of collision and the way people are thrown back and forth can be grisly.

Just crossed the Rideau Canal to see all the flags at Parliament and the National War Memorial at half mast. Had to wonder for a moment before I realized that it was as a sign of respect for the late President Bush.
 
I knew I'd seen that video before. The way he walks into the bar without giving a crap...I've read that people can become disoriented after suffering a crash. There have been people gone missing after being in a car crash and wandering off into the nearby woods. Perhaps something similar happened here and he just walked into the nearest building, not fully conscious of his actions.
