1. Eddie & the Merchandise (sure)
2. Competitive Edge of Steve & Rod's leadership plus some Bruce (yeah, whatever)
3. Sticking with one Sound (I kind agree with that one)
4. Line up (he's talking about the Reunion basically)
5. Enthusiastically keep making new music (yes the most important of them all, together with the 4th, especially for the Reunion era)

I agree with #1 to #4. Not so sure about #5 considering the number of years it takes them to release new music, which should be the most important thing.

Apples to apples, if you compare with bands that have been around more than 20 ~30 years it’s definitely true.

Between 21 ~30 years into discography they released 4 albums.
31 ~45, 2 albums.

Let’s say, bands than have released more than 5 albums after the 20th anniversary. Not many that can match those numbers. Saxon, Motörhead, Judas Priest, Accept, Overkill, Sodom, Scorpions have done so.
Not Black Sabbath, Metallica, KISS, AC/DC, DIO, Rainbow, Genesis, Motley Crue, Van Halen, Alice Cooper, Megadeth, UFO, Blue Oyster Cult, Quiet Riot, Whitesnake, Cinderella, Pantera, Manowar, Guns N Roses, Skid Row etc etc

It also reads as touring with their new music.
 
The factors imo:

1)the talent of the band, ofc.
2)Eddie + the elaborated live shows, touring in general.
3)perseverance, determination/dedication, sticking to the music (and length) they like, and making their own decisions (regarding everything, from the music to promotion).
4)constantly releasing new and strong music (not right now) and playing most of it live.
5)the best live band.
6)steady lineup.
