I've already seen frogs with four legs but it was more an handicap than anything else because the second pair was hindering it's jumping==> it could not get out of a small box
 
That's a pretty strange deformation, although it certainly does happen, even in humans from time-to-time. The difference, I suppose, is that this one stayed alive for a while, and may actually live a full life. I don't know if it will be a handicap, but it'll certainly a strange-looking cat.
