21 seems like a movie soundtrack — it has mood, but doesn't work as a cohesive piece.
22 is sad and pretty, so 22

I like 23, just a solid metal guitar track with some nice tempo changes.
It is awesomely dramatic, but have never considered 24 a proper song, so 23.
 
Funny, I agree with most of mckindog's comments, but I've voted the opposite way. 21 does seem quite disjointed, but it has promising parts to it, and I found 22 slightly too pretty and mellow for my liking. 23 is indeed solid and I'd keep it over quite a few songs from some of the previous rounds, but much prefer 24, even if isn't a full length piece.
 
Just to put this out there, the Guardian track is actually just a metal arrangement of the last movement of Antonín Dvořák's 9th Symphony, From the New World... one of the most famous pieces of romantic music ever.
 
Agree with mckindog: The Hellion is an intro, not a proper song. 23 would win anyway. (Dvořák's 9th is one of my favorite pieces of music ever.)

I don't even know what 22 is. Didn't love 21, so I'll just not vote and leave it to those who have listened to both.
 
Satyricon: It is indeed pretty mashed up & disjointed. I quite liked it.
Agalloch: Maybe it is a little "pretty"; & fairly predictable too. A far more conventional track all in.
Vote goes (just) with The Isle of Summer (#22).
Gates of Moria: Yip, pretty decent/solid track. Nothing overly impressive I didn't think.
Hellion: nice guitar work, but this isn't really a track; don't think it should have been included.
Vote goes (by default) to By the Gates of Moria (#23).

About the first pair: After a few listenings I am going with Brig for the same reasons:

The song is disjointed (or: has pauses in between different parts) but that was clearly done on purpose. I still think it works. Maybe it's typical for black metal, or surely for older Satyricon. Very atmospheric! I also liked the Agalloch song but in the end it got a bit too sweet for my taste so I decided to go for the more mysterious and adventurous song.
 
Transcendental Requiem of Slaves used to be one of my favourite instrumentals a few years ago because of that first riff. It's very beautiful. But as everyone has already pointed out, there's no consistency to it so I'm going with Agalloch.
The second pair is tougher because neither of these are particularly good. Imo, The Hellion is just a short song with a simple harmonic riff. Works well as an intro but nothing outstanding individually. By The Gates of Moria isn't anything surprising either but it has some cooler bits so Blind Guardian wins.
