"Never attribute to malice that which can be adequately explained by stupidity." Right or wrong?

Or: Never attribute to inability or laziness what can be attributed to artistic license?

On the actual question in the opening post.

I think it is a good rule to assume ignorance, and then require good arguments to change that opinion. However, if the malice is obvious, e,g, an alternative medicine fraud with a mail order degree and an obvious financial interest in his own quackery, there is no need to assume ignorance.

As these cases do exist, I cannot agree with the absolute form of the statement, i.e. never, but as a general rule I agree with it.
