I know there is a poll about who is your favourite songwriter, but I am interested who is your favourite lyrics writer. IMO good lyrics are as important as good melody (yes melody is the most important but below-average lyrics could ruin a great song e.g Alexander The Great). I chose these 4 names because I think that Janick and Dave have written only melodies and Paul has written lyrics to 4 songs, if I remeber correctly.
For me there is a clash between Steve and Bruce. Altough Steve has written some fabolous lyrics e.g Hallowed Be Thy Name(altough he got some inspiration from Beckett), Rime Of The Ancient Mariner, Infinite Dreams and Paschenfuckingdale, my vote goes to Bruce. IMO he writes a lot of figurative expressions, which I am fond of, and he often writes lyrics like they would sound as actions, you really could imagine the world Bruce paints with his words. Come on, how can you not like the Revelations, Brave New World or The Longest Day lyrics    
 
Despite Steve having some really brilliant lyrics, including a lot of my favorites. He's not as consistent as Bruce. That being said Bruce has a lot less lyrics (I think) So I think it would be easier to be more consistent. 

Steve is great at telling stories. It's what he does best.

Bruce is great at adding feeling to a song through his sometimes ambiguous lyrics.

Both are great, and both I think are needed just so we don't always have a lot of the same. I think Steve might be better, but I prefer Bruce's style. So I voted Bruce. 
 
Just to build on what has been said about Bruce, Two Minutes To Midnight is a perfect example of how he sings the lyrics like the actions they represent.

Still, I can't make a clear choice:
Some of my favourite Bruce lyrics are e.g. Back From The Edge and Brighter Than A Thousand Suns
Looking at 'Arry's bunch, Infinite Dreams, Hallowed and Paschendale are very strong as well ... No clue yet.
 
There are many great lyric writers in the field of music nowadays. On the other hand, Bruce is really making good songs that expresses a lot of emotions. I think talent abounds everywhere that is why we have a lot of beautiful songs today.

I pretty much chose Bruce for every reason you said, well put sir  ;)
