I'd be careful when naming a musical genre Jethro Tull is or not is. For example, I watched the "Living With The Past" DVD the other day, and at several points I thought "man, that riff definately is Metal" or "that solo could well be Maiden". Tull is too diverse to be put into one genre. Seriously, there's everything in there from between ProgRock to Metal (not to mention that they did, in fact, win a grammy for the best Metal album).
As for Thin Lizzy, I don't know much about them, but what I've heard easily goes into the same category as Uriah Heep, Deep Purple or Rainbow. Of course, it's your decision if you want to call that metal.
As I've said before and will say again, at points it's impossible to distinguish between Hard Rock and Metal. Listen, for example, to AC/DC, which many people describe as Metal, and then compare with, for example, Judas Priest, or even Black Sabbath. It's impossible to say where Hard Rock ends and where Metal begins.
Now, my favourites apart from Maiden (absolutely no order):
Queen, Led Zeppelin, Pink Floyd, Deep Purple, Rainbow, Uriah Heep, Dio, The Who, Black Sabbath, Judas Priest, Majesty, Jethro Tull, Lynyrd Skynyrd, The Doors, The Beatles, Rolling Stones, AC/DC, Crystal Ball... the list goes on
Honourable mention go to Paragon, Wizard and many other True Metal bands. I never have the money to buy their albums (and I WON'T dl them!) [!--emo&
